In Austin, the strategy of self imposed silence on anything involving the Police Department about which so many, so often, are so full of loudly argued opinions is entirely unexpected. In private conversation, there is little reticence: When interviewed “on background” with firm assurance that nothing (nothing!) will be directly attributed in print frank opinions flow.
